You decide which Groups (or specific Users) can access fields or records in a certain datafile.
You can set who can:

By default only the Object and the Person datafiles have any Datafile Security. Until Datafile Security is created for a datafile (e.g. the Location datafile) all Users can create, view, edit or delete records in that datafile. To control access to a new datafile, see Secure another Datafile.
You can set a default security for all datafiles (unless they have their own Datafile Security) or enable/disable security control for a datafile with the Data Security Active checkbox.
Inherited Rights
A Group may not appear to have any Datafile Security but may still have access to a datafile. This can happen if a subordinate Group has been allowed access to that datafile. Then the higher Group will inherit the rights of the Group below and can access anything the lower Group can.
